Clayco and Kiewit Reach Major Construction Milestone at Project Jupiter Data Center Campus
New Mexico Data Center Development Advances Community Investment, Technological Innovation, and Environmental Stewardship
CHICAGO — October 22, 2026 — Clayco and Kiewit New Mexico Co. today announced the topping out of the first portion of the Project Jupiter data center campus in Doña Ana County, New Mexico, marking a major construction milestone for one of the region’s most significant infrastructure developments.
As general contractors for the 855,000-square-foot portion of the data center campus, Clayco and Kiewit placed the final structural beam atop the facility, completing the building’s primary structural framework. The Clayco and Kiewit joint venture was selected in August 2025 by Oracle and STACK Infrastructure, with the project breaking ground in October 2025.
The Project Jupiter data center campus combines a groundbreaking investment in Doña Ana County with innovative infrastructure designed to deliver reliable computing capacity while protecting local water resources and avoiding costs to ratepayers or strain on New Mexico’s electric grid.
“As part of our commitment to building to make life better, Clayco is proud to reach this benchmark moment in the construction of Project Jupiter, ultimately helping meet America’s rapidly growing demand for sustainable, advanced technology infrastructure,” said Ryan McGuire, Clayco’s President of Construction and Clayco Compute. “As the need for advanced technological facilities grows, so does Clayco’s commitment to delivering high-quality data center projects that not only support billions in community investments and the creation of thousands of skilled jobs, but that utilize on-site power generation and sustainable water technologies to minimize impacts to local electric grids and water systems.”
Project Jupiter is expected to deliver more than $13 billion in long-term economic impact to the state and county from tax revenue, investments, and additional commercial activity. This includes $360 million in direct support for schools, infrastructure, and local systems, $50 million to help repair, upgrade, and improve local water systems, and $6.9 million to fund workforce development and community initiatives, including support for Doña Ana Community College and the Boys and Girls Club of Las Cruces, as well as habitat restoration and water infrastructure initiatives. Project Jupiter will also fuel significant workforce development by creating 7,000 construction jobs and more than 3,100 ongoing, good-paying project-supported roles across Doña Ana County.
“Reaching this milestone reflects the extraordinary coordination and commitment of the teams bringing Project Jupiter to life,” said Mike Casey, Chief Operating Officer of STACK Infrastructure. “From the outset, our focus has been to develop critical digital infrastructure in a way that delivers lasting value for Doña Ana County. Project Jupiter demonstrates how infrastructure at this scale can advance technological innovation while supporting local jobs, strengthening the regional economy, and responsibly managing energy and water resources. We are proud to work alongside Oracle, Clayco, Kiewit, and our local partners as we move this important project forward.”
Project Jupiter’s community investment is matched by an infrastructure strategy designed for environmental stewardship. On-site Bloom Energy fuel cells will power a highly efficient, low-emissions microgrid, providing reliable, uninterrupted power with minimal water use and an approximate 92% reduction in NOₓ emissions – all without impacting local electricity costs or grid stability.
Project Jupiter will protect local drinking-water supplies by using non-potable well water—purchased under contract from an existing New Mexico water-rights holder—for the initial, one-time fill of its four closed-loop, non-evaporative cooling systems. Once filled, the sealed systems continuously reuse the cooling liquid and require no day-to-day water; cooling-system maintenance top-offs are expected to total only 0–1,000 gallons annually. The on-site fuel cell system will also use non-potable water and, together with the data centers, is expected to require about 168,000 gallons annually after the initial fills—roughly 457 gallons per day. No public drinking water will be used for data center cooling or fuel-cell operations.
“Kiewit is thrilled to reach this significant milestone in partnership with Clayco, STACK Infrastructure, and Oracle,” said Tyler Nordquist, Senior Vice President, Kiewit New Mexico Co. “Projects of this scale are built through trust, collaboration, and an unwavering commitment to safety. Together with our partners, we’re focused on delivering quality construction that supports our client’s vision and creates lasting value for the community.”
“Together with our partners, we are building responsibly—investing in the energy infrastructure needed to protect local ratepayers and grid reliability, using closed-loop cooling systems designed to significantly reduce water consumption, and creating meaningful career opportunities and lasting economic value for Doña Ana County,” said Mahesh Thiagarajan, Executive Vice President, Oracle Cloud Infrastructure. “We are pleased to work alongside our partners as we build the Project Jupiter data center to meet the growing nationwide customer demand for secure, reliable AI infrastructure.”
